10月13日，网友“子虚”在秀水社区上传9幅图片并爆料称，他与几位朋友国庆斯间到重庆秀山县清溪场镇南龙村游玩，发现一座“断腿桥”，正中的桥墩与桥基错位、大半悬空，尖尖的桥墩支撑整个桥面，上面还有人行走，堪称“天下第一危桥”。（见2009年10月14日《重庆商报》）这座危桥存在多年而未垮塌，实在值得研究。

意大利比萨斜塔塔顶倾斜3.5米，经800多年风雨屹立不倒，如今已成为一大景观。笔者猜想，当地执政者大概还没有把这座危桥开发成类似比萨斜塔那样旅游景点的计划。那么，为什么多年不修呢？“关键是缺少资金。”清溪场镇政府办公室李主任给了明确的答复。这一答复，应该是真实的。因为，村委会曾多次向镇政府打报告，希望重新建设一座供车辆、行人一起通行的桥，但重新建设一座水泥桥需要60万的资金，镇政府拿不出来这么多钱，建桥的事就一直拖了下来。然而，这座关乎全村800多村民外出赶集、出门干活、孩子上学的必经之桥，长达11年不修，实在是一大安全隐患。一旦哪一天垮塌闹出了人命，不仅老百姓要付出生命的代价，当地官员恐怕也要承担法律责任，官帽子难保。这样的后果，按说决策者们应该想得到。

常言说：“困难没有办法多。”清溪场镇可能不是一个富裕镇，一下子拿出60万元建桥大概确实存在一定困难。但如果当初就把它纳入解决民生问题的重要议程，做出规划，每年节省二三万元开支，如今不就可以把建桥资金凑够了么？再如，镇领导真的把民生问题作为第一要务，少吃点盘子或把自己的专车卖掉，也可以筹集出建桥资金。实在不行，为什么不向县里申请资金呢？一拖就是十多年，实在是以执政为民为理念的人民政府不该有的作风。
