<p style="line-height:30px;text-indent:2em;text-align:center"><font face="Times New Roman"><font color="red"><font face="方正小标宋_GBK"><font style="font-size:22pt">2011</font></font><font face="方正小标宋_GBK"><font style="font-size:22pt">年建筑工地专项整治工作实施方案</font></font></font></font></p><p style="line-height:30px;text-indent:2em;text-align:center"><font face="黑体"><font style="font-size:16pt"><font color="#000000"> </font></font></font></p><p style="line-height:30px;text-indent:2em;text-align:left"><font face="仿宋_GB2312"><font style="font-size:16pt"><font color="#000000">为促进创卫工作深入开展，提升建筑施工现场的文明施工水平，美化城市居住环境，确保“三城同创”工作圆满完成，按照县委、县政府和县“三城同创”办工作要求，结合县城乡建委工作实际，制定如下实施方案。</font></font></font></p><p style="line-height:30px;text-indent:2em;text-align:left"><font face="黑体"><font style="font-size:16pt">一、建立机构</font></font><font face="黑体"><font style="font-size:16pt"></font></font></p><p style="line-height:30px;text-indent:2em;text-align:left"><font face="仿宋_GB2312"><font style="font-size:16pt"><font color="#000000">县城乡建委成立“三城同创”工作领导小组，由城乡建委主任范中军任组长，副主任彭宽明任副组长，相关科室负责人为成员。主要负责建筑施工现场文明施工工作。</font></font></font></p><p style="line-height:30px;text-indent:2em;text-align:left"><font face="黑体"><font style="font-size:16pt">二、整治范围</font></font></p><p style="line-height:30px;text-indent:2em;text-align:left"><font color="#000000"><font face="仿宋_GB2312"><font style="font-size:16pt">全县城区所有在建房屋建筑与市政工程。</font></font><font face="黑体"><font style="font-size:16pt"></font></font></font></p><p style="line-height:30px;text-indent:2em;text-align:left"><font face="黑体"><font style="font-size:16pt">三、整治步骤</font></font></p><p style="line-height:30px;text-indent:2em;text-align:left"><font face="仿宋_GB2312"><font style="font-size:16pt"><font color="#000000">本次整治工作分四个阶段进行：<br>
</font></font></font></p><p style="line-height:30px;text-indent:2em;text-align:left"><font face="仿宋_GB2312"><font style="font-size:16pt"><font color="#000000">第一阶段：宣传动员阶段（2011年3月6日前完成）</font></font></font></p><p style="line-height:30px;text-indent:2em;text-align:left"><font color="#000000"><font face="仿宋_GB2312"><font style="font-size:16pt">各建筑施工企业、监理单位要组织建筑业广大职工，认真学习宣传</font></font><font face="仿宋_GB2312"><font style="font-size:16pt">《公共场所卫生管理条理》、《城市市容和环境卫生管理条例》</font></font><font face="仿宋_GB2312"><font style="font-size:16pt">、《建筑施工安全文明工地标准》。</font></font></font></p><p style="line-height:30px;text-indent:2em;text-align:left"><font face="仿宋_GB2312"><font style="font-size:16pt"><font color="#000000">第二阶段：自查自纠阶段（2011年3月15日前完成）</font></font></font></p><p style="line-height:30px;text-indent:2em;text-align:left"><font face="仿宋_GB2312"><font style="font-size:16pt"><font color="#000000">各建筑施工企业要认真开展自查自纠工作。依据国家有关法律法规和规范标准的规定，认真查找所属建筑施工现场存在的问题，深入自查自纠，分析原因，制定措施，集中整改。</font></font></font></p><p style="line-height:30px;text-indent:2em;text-align:left"><font face="仿宋_GB2312"><font style="font-size:16pt"><font color="#000000">第三阶段：专项整治阶段（2011年3月25日前完成）</font></font></font></p><p style="line-height:30px;text-indent:2em;text-align:left"><font face="仿宋_GB2312"><font style="font-size:16pt"><font color="#000000">县城乡建委“三城同创”工作领导小组将开展建筑工地环境整治专项检查，对专项整治措施不落实，文明施工管理不到位，限期整改，对整改仍然不到位的，按照法律法规及相关规定实施行政处罚。将检查结果通报全县。</font></font></font></p><p style="line-height:30px;text-indent:2em;text-align:left"><font face="仿宋_GB2312"><font style="font-size:16pt"><font color="#000000">第四阶段：巩固提高和长效管理阶段（长期）</font></font></font></p><p style="line-height:30px;text-indent:2em;text-align:left"><font face="仿宋_GB2312"><font style="font-size:16pt"><font color="#000000">由县城乡建委“三城同创”工作领导小组采取定期与不定期、明查与暗防相结合的方式进行检查，重点检查成果巩固和长效管理成效。</font></font></font></p><p style="line-height:30px;text-indent:2em;text-align:left"><font face="黑体"><font style="font-size:16pt">四、任务分解</font></font></p><p style="line-height:30px;text-indent:2em;text-align:left"><font face="仿宋_GB2312"><font style="font-size:16pt">（一）县城乡建委（责任人：彭宽明）</font></font></p><p style="line-height:30px;text-indent:2em;text-align:left"><font face="仿宋_GB2312"><font style="font-size:16pt">负责督促朝阳大道左侧（白沙大道）、爱源国际A区、8号地块的围墙修补及美化；督促</font></font><font color="#000000"><font face="仿宋_GB2312"><font style="font-size:16pt">全县各在建项目建筑企业落实创卫经费、责任领导及责任人员，并建立相关卫生管理制度措施;</font></font><font face="仿宋_GB2312"><font style="font-size:16pt">督促城区在建项目施工企业对</font></font><font face="仿宋_GB2312"><font style="font-size:16pt">建筑工地进出口道路进行硬化，设置沉沙井、排水沟，配备冲洗设施，及时对安全网进行更换和清洗，规范材料堆放，3月15日前完成。3月3日起，县城乡建委已停止全县所有在建工程夜间施工的审批。</font></font></font></p><p style="line-height:30px;text-indent:2em;text-align:left"><font face="仿宋_GB2312"><font style="font-size:16pt"><font color="#000000">（二）县工业园区、县物流园区（县工业园区责任人：曾宪才，县物流园区责任人：刘炼）</font></font></font></p><p style="line-height:30px;text-indent:2em;text-align:left"><font color="#000000"><font face="仿宋_GB2312"><font style="font-size:16pt">县工业园区管委会负责督促园区建筑工地施工围墙的修建及美化，督促建筑工地进出口道路进行硬化，设置沉沙井、排水沟，配备冲洗设施；县物流园区管委会负责督促园区建筑工地施工围墙的修建及美化，督促建筑工地进出口道路进行硬化，设置沉沙井、排水沟，配备冲洗设施，3月15日前完成。</font></font><font face="仿宋_GB2312"><font style="font-size:16pt"></font></font></font></p><p style="line-height:30px;text-indent:2em;text-align:left"><font face="仿宋_GB2312"><font style="font-size:16pt"><font color="#000000">（三）中和镇（责任人：杨昌米）</font></font></font></p><p style="line-height:30px;text-indent:2em;text-align:left"><font face="仿宋_GB2312"><font style="font-size:16pt"><font color="#000000">由中和镇负责改造胜利路及其人行道地砖安装整改，主排污管道整改、西街农贸市场的环境整治，新动力房地产公司配合（责任人：李建存）；负责督促所辖区内建筑企业投入资金完成城区及城乡结合部所有建筑工地（含城中村）施工围墙修建及墙面美化、维修任务。3月15日前完成。</font></font></font></p><p style="line-height:30px;text-indent:2em;text-align:left"><font face="仿宋_GB2312"><font style="font-size:16pt"><font color="#000000">（四）平凯镇（责任人：石彪）</font></font></font></p><p style="line-height:30px;text-indent:2em;text-align:left"><font face="仿宋_GB2312"><font style="font-size:16pt"><font color="#000000">平凯镇负责督促所辖区内建筑企业投入资金完成城区及城乡结合部所有建筑工地（含城中村）施工围墙修建及墙面美化、维修任务。3月15日前完成。</font></font></font></p><p style="line-height:30px;text-indent:2em;text-align:left"><font face="仿宋_GB2312"><font style="font-size:16pt"><font color="#000000">（五）县市政园林局、县环保局、县公安局（县市政园林局责任人：杨再明，县环保局责任人：徐伟，公安局责任人：黄光辉。</font></font></font></p><p style="line-height:30px;text-indent:2em;text-align:left"><font face="仿宋_GB2312"><font style="font-size:16pt"><font color="#000000">由县市政园林局、县环保局负责加大对建筑工地不文明施工的检查力度，对带泥上路的施工车辆进行扣押和行政处罚；县公安局负责对建筑工地责任和经费不落实、工作推进不力的依照有关规定进行重罚重处。3月15日前完成。</font></font></font></p><p style="line-height:30px;text-indent:2em;text-align:left"><font
