<div align="left"><font color="#0000ff">闲来无事，在社区逛逛。看到一贴《痴心妄想的黔江人，让他们去做梦去吧》。此帖虽只寥寥几笔，但秀山人对黔江的厌恶之情跃然纸上。笔者对此贴观点实在不敢苟同，愿结合自身所见所闻，泛泛而谈为什么黔江人不是在做梦，更不是在痴心妄想，以正视听，兼与田维政君商榷。不当之处，敬请各位批评指正。</font></div><div align="left"><font color="#0000ff"><br>

</font></div><div align="left"><font color="#0000ff">2000年，市委市府全面推行扁平化管理，酉阳、秀山、彭水、石柱四县由“市--地区--县”三级管理模式中解放出来，在政治地位上开始与黔江平起平坐。此举极大地激发了四县活力，尤其是近几年，工业强区、工业强县的呐喊声一浪高过一浪，振聋发聩。各自使出浑身解数，外出招商引资，工业、农业等园区争相涌现，你不让我、我不让你，热闹之极。名为同发展、共进步，实则各干各的，大搞产业同质化和无序竞争，甚至玩“火拼”。渝东南成为一个名幅其实的特色明显、相对独立、内部松散，但同在一个“家长”领导下却又紧密联系的经济板块，发展前景堪忧。在此背景下，为了更好地整合资源，避免区县之间的恶性竞争，市委市府高瞻远瞩，科学部署。殊不知，经过前十来年的独立发展，酉、秀、黔、彭、石表面上一团和气，私底下早已开始较劲。尤其是独立出来的四兄弟，开始挺直身板做人，虽然经济总量上差黔一截，但俨然已不把黔江这位昔日老大哥放在眼里。加上市委市府出于战略考虑，对黔照顾有加，无法做到一碗水端平，更是激起了其他兄弟区县对黔的怨气。我想，《痴心妄想的黔江人，让他们去做梦去吧》一贴便是最好的证明。但此贴以怨气代替了理性，实在不可取。下面，笔者主要从酉秀发展之现状比较来说明黔江人并不是在做梦，而是贴上所否定的东西极有可能在不久的将来变为现实。</font></div><div align="left"><font color="#0000ff"><br>
</font></div><div align="left"><font color="#0000ff">一、黔、秀发展之现状比较</font></div><div align="left"><font color="#0000ff"><br>
</font></div><div align="left"><font color="#0000ff">据传，秀山有些领导不喜欢比较，尤其不喜欢跟周边地区进行对比。但我个人认为，对于周边环境发生的变化视而不见，置若罔闻，关起门来谋发展，闭耳塞听，和坐井观天没啥区别。大到一个世界，小到一个地区，资源总量总是有限的。谁能把有限的资源整合起来，为我所用，谁就能先拔头筹、赢得先机。西、萄、英、美等欧美国家，如果没有早期的海外殖民，掠夺亚、非、美拉美等国廉价的劳动力和资源，仅凭本国之力，能走在世界前列？上海、广东等沿海发达地区，如果不是凭借国家给予的优厚政策和投入的巨资，吸取来自全国乃至各球的人物、物力齐聚东南，他们今天恐怕仍旧只是一个个不起眼的小渔村。因此，笔者以为，秀山如果不走竞争发展之路，不想办法借力打力，企图仅凭自身那点单薄家底，要想实现大发展、大跨越，基本可以肯定是不可能的事。故笔者继酉秀比较之后，再次把秀山与黔江联系起来，以为黔江至少具有以下4点优势：</font></div><div align="left"><font color="#0000ff"><br>
</font></div><div align="left"><font color="#0000ff">1、经济总量优势。</font></div><div align="left"><font color="#0000ff"><br>
</font></div><div align="left"><font color="#0000ff">黔江近些年的成绩有目共睹。2012年，在武陵山片区六大中心城市中，GDP规模排在第二位，仅次于仅次于鹤城区（见表一）。在渝东南地区，GDP独领风骚、无人能及。只要翻阅统计年鉴，对渝东南一区五县的各项数据进行横向和纵向的比较，可以发现，黔江的相对领先地位早已奠定。只是在城镇居民人均可支配收入和农民人均纯收入两项指标，黔江略为落后于以旅游闯出一片天地的武隆县。作为国家和市上明确定位的区域性中心城市，虽然黔江对渝东南周边区县的辐射集聚与示范带动作用并不明显，却已抢占了发展的制高点。黔江现有的基础，必将为接下来的发展提供强有力保障，给正在展开的城镇化和工业化提供有力支撑。秀山这些年虽然也有不俗表现，但各项数据显示，终究要逊色不少。</font></div></div><br>
