<font face="宋体"><font size="3"><font color="#000000"> </font></font></font><font face="宋体"><font size="3"><font color="#000000">今年以来，重庆等西部地区按照党中央、国务院的统一部署，全面落实应对国际金融危机的一揽子计划和相关政策措施，各项工作取得积极成效，经济企稳向好的势头日趋明显。经国务院同意，现提出以下意见：</font></font></font><br>

</font><font face="宋体">加强民生工程建设，促进社会和谐</font></font></font><br>
<font size="3"><font color="#000000"><font face="楷体_GB2312"><font face="宋体"> </font></font><font face="楷体_GB2312">1.</font><font face="楷体_GB2312">加快保障性安居工程建设。</font><font face="宋体">加快城市廉租住房建设，加大国有林区（场）、垦区、矿区棚户区、城市棚户区以及中央下放地方煤矿棚户区的改造力度。扩大游牧民定居工程和农村危房改造试点范围，加快完成边境一线地区茅草房、危房改造。</font></font></font><br>
<font size="3"><font color="#000000"><font face="楷体_GB2312"><font face="宋体"> </font></font><font face="楷体_GB2312">2.</font><font face="楷体_GB2312">改善农村生产生活条件。</font><font face="宋体">增加农村基础设施投入，逐步取消公益性建设项目县及县以下资金配套。力争用2―3年时间，基本解决西部地区农村人口饮水安全问题。到2010年基本实现乡镇通沥青（水泥）路、建制村通公路。加快发展小水电代燃料及农村沼气。完善农产品市场体系，支持西部地区大宗农副产品批发市场、集贸市场等流通基础设施建设，推动连锁经营向农村延伸。建立农村客运政策性补贴制度。</font></font></font><br>
<font size="3"><font color="#000000"><font face="楷体_GB2312">5.</font><font face="楷体_GB2312">加大扶贫开发力度。</font><font face="宋体">继续增加扶贫资金投入，落实对低收入人口全面实施扶贫政策的措施。加大整村推进力度，提升产业化扶贫水平，积极稳妥地推进移民扶贫工作，提高农村贫困人口的自我发展能力。优先支持革命老区、民族地区、边疆地区扶贫开发，加大对特殊类型贫困地区扶持力度。制定农村最低生活保障制度与扶贫开发政策有效衔接办法。</font></font></font><br>
<font size="3"><font color="#000000"><font face="楷体_GB2312"><font face="宋体"> </font></font><font face="楷体_GB2312">6.</font><font face="楷体_GB2312">做好农民创业就业工作。</font><font face="宋体">在总结四川南充、甘孜和甘肃甘南等地试点工作经验的基础上，选择部分条件成熟的县（市），扩大农民创业促进工程试点范围。加强农村劳动力转移就业服务和职业技能培训体系建设，继续实施农村劳动力技能就业计划、农村劳动力转移培训阳光工程、星火科技培训、雨露培训计划。引导农民有序外出就业，鼓励农民就地就近就业，扶持农民工返乡创业，提高非农收入。</font></font></font><br>
