<font color="#000"><font face="&amp;quot;">里仁镇板栗村苗洞组因缺水，前年政府拨款打井，井打好了，水也通了，可施工单位搞成豆腐渣工程，水管刚接到各家各户，进各家各户的水管接头处就开始漏水，给村干部说了多次都未处理，因打的是地下水，所以需要用水泵抽出来，但因为水管接头漏水一直没有处理，抽到大水池的水一直漏，水泵一直抽，村民实际的用水量和大水池的用水量对不上，村干部就要村民来承担因水管接头没接好漏掉的水的费用，因村民不同意，村干部就把总水池里的龙头关了不让村民用水，现在天干，缺水那么严重，村干部问都不问，去反映也是敷衍了事，现在家里都是老人和小孩在家，年轻人都在外地工作，挑一天两天的水到没什么问题，可长期挑，谁承受得了，都是60-70岁的老人家，多数还是妇女。请问村长和书记，县里拨款是拿来修水池的，可你们自己看看你们拿的多少钱，办的多少钱的事。修一个水池修了三年多，修好村民用水还不到三个月，现在你们就扔那里不敢不问。合适吗？</font></font><br>

我能这样理解吗？<br>
如果是民生项目款，政府拨款打井，解决百姓吃水难的问题，就不应该收水费，因此应该为政府体恤民情点赞！<br>
百姓得到政府的资助，解决了吃水难的问题，那么后期漏水……等等问题，百姓应该自己集资解决。<br>
问题就怕某些人，借助政府项目演变成个人的经营性赚钱的一种方式……<br>
