<div align="center">G65高速渝北收费站，ETC专用通道的各种标识已经全部涂装到位。 重庆日报图</div><p style="line-height:nullpx;text-indent:2em;text-align:left">据重庆日报消息 10月8日，市长黄奇帆主持召开市政府第135次常务会议，确定我市高速公路联网电子不停车收费（ETC）本月中旬施行，同时对我市ETC用户给予通行费3%优惠和免费赠送ETC车载单元（OBU：市场价值350元）两项优惠。</p><p style="line-height:nullpx;text-indent:2em;text-align:left">ETC是提高高速公路通行效率、解决高速公路收费站拥堵的有效措施，也是促进交通运输节能减排及节约管理成本的重要举措。我市对此积极推动，原计划10月1日起正式实施ETC，由于今年国庆节、中秋节连休长假首次实施重大节假日小型客车免收通行费的政策，车流增幅较大，安全、畅通压力极大，需加强政策宣传、交通引导，全力以赴开展相关保障工作。为避免免费政策与ETC实施的宣传冲突，集中力量把小型客车免费通行的好事办好、办实，并进一步推广ETC用户，因此我市ETC定于本月中旬正式实施。</p><p style="line-height:nullpx;text-indent:2em;text-align:left">市交委负责人介绍，ETC车道为专道专用，只适用于开办了ETC业务的用户。但若没有一定量的ETC用户，不能真正发挥ETC缓解车道拥堵功能。现阶段，将采用高速集团利用整体资源与银行合作、银行向用户免费赠送OBU的方式吸引客户。</p><p style="line-height:nullpx;text-indent:2em;text-align:left">同时，为进一步推广用户，借鉴国内其他ETC技术应用较成熟省市的做法，昨天召开的常务会明确政府全额拨款单位率先加入ETC用户群，保证ETC首批用户推广，确保ETC真正发挥实效。</p><p style="line-height:nullpx;text-indent:2em;text-align:left">此外，针对非年票车要实现ETC快速通行的要求，我市也确定了解决方案。目前，市市政委与高速集团正加快收费系统的对接调试，确保非年票车辆纳入首批ETC的推广使用。</p><p style="line-height:nullpx;text-indent:2em;text-align:left">我市计划今年投入38个收费站、65个车道的ETC运行，占路网收费站的27%；其中22个收费站、43个收费车道在10月首批投入运行；到“十二五”末，全市高速公路ETC建设将覆盖60%的收费站。</p><p style="line-height:nullpx;text-indent:2em;text-align:left">会议还审议了其他事项。</p><p style="line-height:nullpx;text-indent:2em;text-align:left">副市长马正其、童小平、谭栖伟、凌月明、吴刚、张鸣、陈和平参加会议。</p><br>
